No case fans are needed. If you are not over clocking there is no reason for the Hyper 212 EVO. The 7870 is a good card. If you are not overlcocking or doing SLI a better motherboard would be the Asus m5a97 r2.0 motherboard. I use it myself with an fx 8320 and it is a good no thrills board that can handle some moderate over clocking. I also recommend windows 8.1. Just download classic shell and it looks exactly like windows 7. A quarter of your budget is your OS and Office which amuses me as I get them from school for free muhahahaha. Might want to drop the SSD and get a GTX 760. SSD's are not worth it i my mid as my Caviar blue runs fast a quiet enough. Seriously, i have 5-10 second boot times.
