Should i upgrade my CPU or GPU?

Hello want to be able to play next gen games at around 30 fps.
I don't know if i should upgrade my CPU or GPU first as i don't have a lot of money at the moment. I was thinking for my CPU upgrade i would get a i5 4430, Gigabyte H87-HD3 Motherboard, Corsair Vengeance 8GB Ram and a ATX case. As for my GPU a Geforce 650 ti boost 2GB. Either way i would also buy a Corsair Builder Series CXM 750W psu to power it all.

My current specs are:
NVIDIA Geforce 9500GT
Intel Core 2 Duo E7400
4gb of ddr2 800mhz ram(i don't know the make)
350 watt psu
A HP Compaq DX2400 Motherboard

You needed to upgrade the CPU and GPU to get smooth fps on newer games. Instead of the GTX650ti Boost, go with a Radeon R9 270 which performs much better.

GPU first..
Your current GPU is so weak..and also your power supply too..don't forget to upgrade your psu before you put a new 650Ti boost on your pci-e socket..

Yes, your processor will be bottlenecked with 650Ti boost..
But you'll see much fps improvement rather than upgrade your cpu..

Right now the GPU would make the biggest difference and your CPU should be able to handle the 650ti.

However, you will be "stuck" after that because your CPU will bottelneck really strong GPU's if you ever want to upgrade to a really strong GPU.

So if you want to have an upgrad "path" upgrade your CPU *you need a motherboard too* now and your GPU later. This will not mae a huge difference now, but will allow you to get a powerful GPU down later on without bottlenecking it.

A CPU and motherboard will be a big chunk of money for little in-game improvement now.

If I were in your position, I might opt for the 650ti now and just "ride" the rig until I'm ready to make a new build all together.
