Intel database processing PC upgrade question

I'm upgrading a PC in our office that is used to process mail databases in Access in the millions of records. Current configuration is a core2 duo and 2GB RAM. Some operations take 20 minutes plus.

I'd like to use the current case, hard drive and 430w PSU and only upgrade the board, CPU and memory.

For this usage, would I be better off going with an I5 and 8GB RAM, or should I drop to an I3 and spend the difference on additional memory? Using onboard graphics, I also assume the 430w PSU would be more than sufficient for either configuration?
