Do PC games function better/more efficiently with newer OS?

Windows 7 has only partial support for Direct3D 11.1, which is part of DirectX. Windows 8 has full support.

Like everyone else said before. If you already own Win7, stick with it until some MAJOR advantages are known. As of now, they're both the same.
If you have to setup a new system, go for Win8.
