High cpu fan RPM Help!!!

hi guys i want to know if this is normal
On hwmonitor show that my cpu is running on 59-65C but my fan is going over 4000rpm
is this normal because my fan is very very loud and annoying pls tell me

for the two last i dont understand when i try to control the fan with SpeedFan i cant ... when i change it to 75% usage its stable the temperature is getting with 1-2 higher but nothing
When i change to 75%use and i start browsing sites it goes again 4119 RPMS pls help me
i have I have amdk8 cool and quiet but nothing
