USB takes a while to respond after turning on computer

Hi all. I recently built my first computer so not really computer savvy. Anyways, my problem is, when I first turn on my computer, it takes a while before my USB keyboard/mouse works to type in my password on the login screen. I think it might be a USB driver problem but Im not sure which USB driver to download. I thought I downloaded the correct one but if anyone could link me a better usb driver that would be great. I'm using Windows7 64bit

Hello... check and enable usb2/1 Options in your BIO's... USB3 is he only thing that needs a driver in Windows... Did you try a USB2/1 on your motherboard for your keybooard/mouse? The chipset drivers are the only ones needed in Windows to identify them... check your motherboard MFG for a different version#.
