Does OS matter with FPS?

Would windows 8 give me better performance in games than windows 7 and by how much ? Also whats best for gaming ?
My specs :
GTX 770 2GB
8GB RAM
I5 4670K
MAXIMUS VI HERO Mobo

Depends if the maker makes TRUE Windows 8.1 (yes there is a Service Pack already) drivers or has 'hacked' a 7 driver to make it work for 8/8.1, would be the real impact. Mainly the reason MOST people DO NOT go W8 is it is ANTI-Keyboard/Mouse; it was MADE FOR TOUCHSCREEN everything (like your iPhone). If you don't use / own a touchscreen it is very cumbersome to get things done. It is very limited (alot of your control over the computer is removed visually as well as technically), and most of all (as I mentioned) the code has to be changed to work for W8 (several games already state they perform worse under W8 and some state they work 'better', so all depends on the coding).
