For Gaming PC: What the ideal CAS/Voltage I need? And timing,such as 11-10-11-9

which is better for gaming and should i shoot for higher of lower numbers?

DDR3 1600 Just for examples.
Timing 9-9-9-24
Cas Latency 9

Lower latency is the lower time it takes between cycles of the memory chips to input/output the code to / from the CPU. BUUUUTTTTT memory timing is ALWAYS determined by your Mobo/CPU, you can't "improve" this in anyway, except to replace the Mobo/CPU with something else that uses that 'other' timing. Never really mess with CAS - Voltage really, unless you have specific knowledge on that specific piece of equipment (MOBO, CPU, GPU) to 'Overclock' it past the 'default' settings. The Default settings are guaranteed to always work that way, but if you OC stuff, you will burn out the lifespan of the equipment faster and ALWAYS HIGHER RISK of BURNING IT OUT by mistake. Just so your warned.

Sorry but that's ridiculous, mobos default DRAM when installed to the mobos default (generally 1333, these days), DRAM is made to run at specific freqs and voltages, that info is held in the SPD of the DRAM, when you enable XMP on Intel mobos or XMP/DOCP/EOCP on AMD mobos they take the info from the SPD and implement it as best as they can - and generally do a good job (they are constantly updating BIOS for this very reason, among others. And people have been playing with CAS and voltages for years and years, as long as done in a reasonable manner there is little chance of frying anything
