Does it shut off before or after the Dell splash screen displays? Is it always two times, or does it vary? Do you get any error messages?

Yes. It doesn't show anything on the screen until the final boot. No errors. Always 2 times.

Do you get any PC activity the first two times? Do any of the numbered LED lights on the front of the desktop blink in any particular order or pattern? Also, have you tried resetting the BIOS to default settings, and upgrading it to the latest revision from the Dell website if applicable?

The first two times the screen is blank and it doesn't clear post. The leds do not blink but 1,3, and 4 light up. The bios has been reset and it is the latest at A22.

I don't think it's the power cable, but if you have a spare it doesn't hurt to try. Same goes for the PSU. If those check out, or you don't have spares, then try testing the RAM. Try booting the PC with a single stick at a time in each available slot and see if the symptoms change. If you have tried each stick individually, or you only have one stick and are still getting the same problem, then run diagnostics on the memory. You can either use the Dell built-in diagnostics (F12 during Dell splash and select diagnostics), MemTest, or Windows memory diagnostics. Whichever you prefer is fine. If you want to be hardcore run the diags all day, if not, then a handful of passes (3 or so) may leave you reasonably confident that the RAM is good.

Are there any logs in the BIOS that may indicate an issue?

Also, are you using built-in graphics, or a discrete GPU? Try swapping to one or the other to rule out a video issue. The built-in Dell diagnostics may help here since they will test the built-in video card (maybe the discrete as well if applicable) in addition to the other system components.

I re-seated the GPU and it fixed it. Thanks for the help woodenbox!!
