Is my GTX 690 being bottlenecked?

i7 3770K @ 3.5 ghz
ASUS Nvidia GTX 690
P8z77v-Pro motherboard
16 GB Corsair Vengeance RAM
1000 W Coolermaster Silent M Pro 80+ Bronze PSU
BenQ GL2450 HM Monitor (1920x1080 60mhz)
Windows 7 64 bit
256 Samsung SSD
1 TB Caviar Black Western Digital HDD
NZXT Phantom Case

Basically, I am noticing GPU usage dips, and framerate drops, while gaming.

Mostly, this is occurring in Battlefield 4. When disabling v-sync, the GPU usage rarely hits 99%, and if it does it stays there for like a second or 2, then it dips down to like the 60s and even lower, goes back up for a little, then dips back down. (Multi-player, haven't tested single player). Even with V-sync enabled, there's certain maps and areas on certain maps (Like Siege of Shanghai, when looking at the main Levolution building) where frames drop to like the 40s.

In Metro Last Light, the GPU usage seems to be better, and doesn't dip nearly as much, however, it still does.

I have read many threads, and one thing I have read was to open Task Manager and look at CPU usage while gaming. CPU usage doesn't even go up to 100%, depending on the map and how much action is going on, the CPU hits around 80% at most, but usually like 50s-60s.

Idling, the ASUS GPU Tweak shows both cores as 32, 33 degrees C.

Idling, Real Temp shows my processor at 32, 26, 33, 40, and of course, those numbers fluctuate by a couple units as we speak.

While gaming, (v-sync disabled) the GPUs hit 79 degrees C max.

While gaming, the Real Temp readings read 74, 73, 75, 77 degrees C max.

I don't know, is this normal for the Intel Stock Cooler?

I mean, are these temperatures too high? When my friends and I built the PC in the Summer, we were going to install the Hyper 212 EVO, but apparently, they were missing a part for it, otherwise, I would've had an aftermarket CPU cooler installed from the get go. I did end up just ordering the Hyper 212 EVO, as well as an additional exhaust fan for the top of the case.

So my question I guess is, is the CPU bottlenecking me?

Are my temperatures too high? From what I've read, the GTX 690 temps seem fine at idle, and under load. Then again, the GPU usage doesn't stay consistent... at least in BF4.

Run Afterburner and check your GPU usage. If you are running at 99% GPU usage in that particular game, then you have no bottleneck. If you are running at less than 99% GPU usage, particularly if its closer to 50% or less in that particular game, then you have a CPU bottleneck.

Does Afterburner display in game while I am playing? Or do I have to alt tab out and check?

Well metro last light stays in between upper 80s and 99% gpu usage.

I haven't checked bf4 with MSI, but I'm assuming it'll be the same as ASUS gpu tweak (gpu usage spikes).

So should i over clock my cpu? Because that's the conclusion I'm coming to...

Yet I'm reading that people are getting constant steady frames on ultra, but I'm getting gpu usage dips... why is that? Are these people playing the game on single player or something? Even with vsync enabled, i get fps drop, on a card that's more than capable at handling the game... i read that a 3770k, even at 3.5 ghz shouldn't bottle neck a 690, but like i said, it seems to happen on maps that are extremely wide open... And even with vsync disabled on less open maps, the gpu usage spikes... is the game just poorly optimized for dual gpus Or something?
