So first let me list all my gear

So just with that and a 900W Power Supply i thought that i should be able to play WOW in ULTRA Settings and not miss a beat but at points the FPS does go down to like 30-40 now i know thats not bad but i expected never to go below like 60 even when it got really busy. BTW i have VERT Sync OFF. Is my CPU whats causing this? Also i switched from SLI to Single GPU and the FPS was really the same. Any ideas?

Your system is way more than is necessary to play WoW at highest settings and fast frame rates. Do you have a lot of junk loading at boot up hogging resources? Check and see how many items are checked in System Configuration/Start Up tab. And see how many items are in your Tray. Have you run CCleaner to get rid of junk files and registry errors? https://www.piriform.com/ccleaner/download
Maybe run a FULL virus scan with your virus pgm after a signature update, and then a FULL Malwarebytes scan to eliminate that possibility. http://www.malwarebytes.org/
