New gaming build will not start

Before I kick this off I will let you guys in on what I'm using in this PC:

MSI 990FXA-GD80 Motherboard

AMD FX-6300 Vishera 3.5GHz Six-Core processor

Cooler Master Hyper 212 EVO

EVGA 2gb GTX760 Superclocked

Sunbeam 680w PSU

Western Digital WD Green 2TB Hard Drive

PNY Optima 8GB 2x4GB RAM

Now all of the above parts are Brand new besides the Hard Drive, RAM and PSU which were working fine on my previous PC still all the way up until when I removed them so i have no reason to believe they are faulty.

This is the first time I've put together a PC on my own fully and I'm by no means good at understanding this stuff so let me tell you whats happening.

When I Switch on my PSU the power button to the left in this picture will light up but nothing else

When I then go to either push that button or the power button on the front of my case the first 4 of these LED's from left to right will light up for a brief moment and then stop

This is where I've come to a stop and do not know what to do from here. I have both the 24pin and 8 pin slots for PCIe's connected on my motherboard and the 2 other PCIe's for my GTX760 connected as well. Could it be my PSU is not strong enough to handle this, or possibly something to do with these Molex splitter's/adapter's I'm now using? No fan's firing up either.

Here are a few more pictures I took of the inside, maybe you guys might be able to catch something I didn't.

Any help would be greatly appreciated as I have to figure out whats wrong while these pieces are still under the return warranty which is about 2 weeks more.

The motherboard did not come with any brass standoffs but rather gave me some normal screws to for securing it, while looking into the User guide it mentions "To prevent damage to the mainboard, any contact between the mainboard circuit and chassis or unnecessary standoffs mounted on the chassis is prohibited." I will be checking the mb outside the case with no video card in just a moment.

This is my case Corsair Carbide 300R

When I try powering up the mb outside the case it does the same as inside, Flashes 4 led's for a second then goes back to doing nothing. No fans for a second even but the power button stays lit green the whole time its on.

I also just noticed my RAM was in slots 3 and 4 rather then 1 and 2. gonna go ahead and see if switching that might do something.

Should my PSU plugged in alone have its fan working and its LED's lighting up, or does it need to be hooked into the motherboard for it to turn on its fans and lights?

I've also noticed when I turn off the PSU while hooked up to the mb it takes a moment until the 1 green light shuts off and makes 1 small beep, it does the same thing for both my PC's could this mean something is wrong with my Power supply?
 
to get a power supply to turn on you have to plug it inot the motherboard or jumper the gren atx power wire to a black ground wire (called green wire trick online). new motherboard have power good led on them. the led will take a min or two to go out with power supply is turned off.
if the power supply output not right your rig wont turn on...

ok so my power supply works fine under its old/normal load but i fear it may not be able to support my new MB and Video card. I hooked up my new Video card to my old pc to see if it was fine and it checked out, About 5 minutes in however one of the Molex lp4 splitters started smoking and cooking through the wires rubber exterior at which point I promptly shut it all down. At this point I would like to believe the only possible problems I'm having could be that either:

A: My 680 watt PSU cannot support both my GTX760 And New Motherboard

or

B:My new motherboard was shorted due to what you mentioned earlier with the brass stand offs(even though it came with none for me to use and advised against it) I guess it could just be a faulty motherboard all together though right?
