Because a PSU has capacitors in it that have a large enough stored charge to seriously harm you. Mostly a warning. If you know what you are doing its just fine to open it.

Capacitors hold a large amount of power that could potentially kill. Don't go sticking your fingers or screwdriver in places it shouldn't and you should be fine. Like your electrical outlet.
