Help me chose the right upgrade!?

My system specs as follows:

CPU - i5 23-20 @ 3.0Ghz (3.3Ghz Boost)
GPU - Gigabyte 560Ti OC 1Gb (Factory Overclocked)
RAM - Standard 8Gb 1333Mhz DDR3 (2x 4Gb sticks)
MB - EVGA SLI ATX Z68
PSU - Corsair 750w
Case - Cooler Master Storm scout 2
CPU Cooler - Akasa Venom Voodoo
AOC monitor - 1920x1080 60Hertz

Heres the issue; im playing BF4 and am getting intermittent frame rate issues. I've tried every fix available, un-parking CPU cores, creating a custom User.cfg file etc etc and still my frame rate will stay at 60 but intermittently drop to high 40s and stutters when doing so, making playing BF4 really difficult.

Even when putting the textures on medium and everything else on low, I get the frame dips (P.s Ideally i want to play with high settings)

Besides the BF 4 issue, I'm due an upgrade anyway, im thinking that upgrading my GPU is the best option and need advice.

Do i get a second 560Ti? Or will i be restricted with 1Gb of video ram?

If i am going to upgrade ill sell my 560Ti and don't want to break the bank here, so suggesting a 780Ti isn't helping haha

All in all, is the GPU the part I need to upgrade? if so what GPU will be the best upgrade to enable BF4 to play smoothly on high settings with a consistent 60 FPS and not be too expensive?

(P.s I was thinking 8gb corsair vengeance @ 1600Mhz may help me)

I would upgrade that system with a GTX 760 / GTX770
