Intel DG31PR-Receiving power but not switching on

I have Intel DG31PR motherboard. Core-2-Duo processor. Raedon 7770 GHZ edition graphics card and CORSAIR 550w PSU. Upgraded it recently. In my apartment power fluctuation happens a lot. power suddenly comes and goes.

So yesterday i played batman and switched off my system. Today morning again i switched on my CPU didn't start. Motherboard shows the power light on always. But the system wont turn on when pressed on the Power button. I took to the repair shop. He first told it is problem with the BIOS but after checking he told its the chip problem and i will have to buy a new motherboard.

Is there any solution to this problem??does my motherboard actually have a problem??I dont have money to spend on new board since i spent it on graphics card and PSU. Couldnt even enjoy the new card. please suggest what do.

Actually PSU and graphics card are new. Just bought it. Haven't even used one day.

Today morning i found out this. Every half an hour i can switch on my system. i.e. Once i switch on again switch off i can only start it after half hour. But when the CPU starts, processor fan runs. But the fan attached to the Cabinet and the graphics card doesn't run at all. Monitor doesn't switch on since graphics card doesn't run. Motherboard light will be on. I switched on and switched of PSU and motherboard responds to that on and off. I have no idea what is going on. Suggest please.

does it boot without the GPU and/or with another power supply?

Nope...whatever i do its the same case. I removed the graphics card and gave the wire to Motherboard video output. Same case. System doesn't boot at all. Graphics card, processor fan, and also PSU fan runs. Graphics card and PSU are brand new. When i booted it the first time, beep sound came. I removed the RAM and put it again, beep went but again same case, no boot. And also, keyboard and mouse doesn't get any power. Is it anyway possible the RAM has gone bad??i hope its not the motherboard.

Until l we have "known-working" parts anything is possible. I would still say PSU BECAUSE it's brand new. the only other option is the motherboard.
