Solution

You just contradicted yourself. You essentially said "If I'm not doing anything it's 20 degrees and when running things it's 60". That's exactly what we are saying, that's completely normal. Just because the game is older doesn't mean your CPU isn't doing anything.

Okay i know that my computer is good and it would accept new games like gta V which will be on pc soon and others.. But it's impossible that my cpu starts heating up to 60 degrees if i play older games..

I have:
AMD Athlon(tm) II X4 641 Quad-Core Processor 2.80GHz
4 GB ram
Windows 7 64-bit operating system
What else to say?

You need to isolate the issue.

First, open task manager when you are not running any programs and look at the "performance" tab. What's your CPU usage?

If it's high when you are not running anything, run a full virus scan. (You can also click the "processes" tab and look at what's using the CPU)

If the usage is low, look at your CPU temp.

What is your idle temp?

That's normal for a CPU. When it does work it gets warmer. 60's and even the 70's in most cases is pretty much normal operation.
