Harsh budget, but it can be done, here's what I came up with:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: AMD Athlon II X4 750K 3.4GHz Quad-Core Processor ($86.98 @ Newegg Canada)
Motherboard: MSI FM2-A75MA-E35 Micro ATX FM2 Motherboard ($57.05 @ Newegg Canada)
Memory: Kingston Predator Series 8GB (2 x 4GB) DDR3-1600 Memory ($55.69 @ Amazon Canada)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($59.99 @ Canada Computers)
Video Card: Sapphire Radeon HD 7770 GHz Edition 1GB Video Card ($94.50 @ Vuugo)
Case: Antec One ATX Mid Tower Case ($34.99 @ Memory Express)
Power Supply: Antec High Current Gamer 400W 80+ Bronze Certified Semi-Modular ATX Power Supply ($39.99 @ Memory Express)
Optical Drive: Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer ($17.50 @ Vuugo)
Monitor: ViewSonic VA2246M-LED 60Hz 22.0" Monitor ($114.98 @ Newegg Canada)
Keyboard: Cooler Master Storm QuickFire Rapid Wired Gaming Keyboard ($72.46 @ DirectCanada)

Let me just say, you're a legend. This a beast of a build for $600. Just amazing, I will keep this post longer to see some more builds, but thus far. This is probably going to be the best. I mean holy shit, thank you very much PepitoTV

Hi, one more question, if we were to remove the Keyboard, would we be able to get a better GPU? If so which one?

for a 400W power supply, I'd say the GeForce GTX 650 Ti.
It's got 110W against 80W power consumption for the 7770, and should leave a little breathing room for 30A.

Alright, what about a network card? Do I need those? Or does it come with the Mother Board.

your motherboard comes with inbuilt gigabit Ethernet.

So if I want wireless, I would need a network card?

Probably -- but you'll probably be using a router which has wireless, so investing in a network card is not required.
