yes they usually state the power consumption more than it is needed, for those guys who use cheap psus and not certified ones, Anandtech is a reputable website, they have run a test which shows the whole system under load uses 240w power http://www.anandtech.com/show/6837/amd-radeon-7790-review-feat-sapphire-the-first-desktop-sea-islands/16 if you can make sure that your psu can provide real 250-300w you will have no problem, or give me the name of you psu so that I can check it for you

What about GT 240? Will it work on my CPU? Will my CPU bottleneck this GPU? Does it need external power from the PSU? Note:my PSU don't have the feature to give external power to something.

You could go with any graphic card, but I think Radeon 7750 will be suitable for you, no your cpu wont bottleneck your gpu here and in this game and if you made sure that your psu could provide real 250-300 w you wouldn't have any problem, your psu matters now, I asked you 5 times about your psu last nigh, you refrained from answering.
