I have a motherboard that supports up to ddr3 2000 mhz ram and im going to buy 8 gigs for another computer that only needs 4 so i was wondering if i could just put the other 4 in mine and turn it down to 1800 (i know you probably have never heard of that but it exists) would that work.

Solution
You can do that, but the reason why they sell RAM in kits is because they are paird with similar timed and frequency RAM sticks. Splitting them up, and running RAM with different sets of RAM will likely not cause a problem unless too drastic, but still ill-advised in pairing different timing and frequency RAM.
