CRT displays stripped signals and PC hangs

I have loaded Windows 7 Ultimate on my Desktop PC. After some time of work I shut it down. Tomorrow when I started the PC, a long stripped signals covered my entire CRT and the whole PC hangs. I have tried to reinstall windows but cannot due to this hanging problem and stripped signals. Where is the problem? Is it hardware or software related issue? I have installed Windows 7 Ultimate on that machine as a pirated and cracked version and without any license activation. Is it for that the problem arising?

No. As I have already said, before my OS is even half complete in booting, CRT displays stripped signals and PC hangs. How should I install a software if I cannot start the OS? Moreover, I have done an incomplete OS installation in the middle. Thus en error mesage is continuously showing 'BOOTMSG file missing, press CTRL+ALT+DEL to restart'. What should I do at first now?
