Both the cards have a minimum of ca 600W. So your psu should take either.

And as for the 4GB of VRAM, In battlefield 4 and ACIV I have read threads claiming to get about 20FPS more, when inspected they were using ca 3.6GB of the total 4gb. Which is actuallly absurd unless you plan on playing multi monitor.
Any way the 2GB should be fine, but you will see some pretty ok performance boosts on the 4GB. Depends on what applications you will be using.
