Will this PSU be enough for a single R9-280X?

I ahve an OEM pc with no other options except to buy an external FSP Booster X5 450watts independent/supplementary power supply for the "AMD Radeon R9 280X" Only.

Since it will just be powering the gfx card, yes. It should work. It has the necessary 2 x 8pin connectors.
But I can't find any specs on its +12V rail(s)' amp capacity. How are you going to be mounting/installing it?

Absolutely - you could even go xfire with this psu.

Newegg - look thru the pics and there is a view of the rating sticker that shows single rail @ 37.5.
