New build wont boot. fan led flash and cpu fan twitch.

Build: all parts are new except the gpu.
GA Z87 HD3
i5 4670k
2x4GB gskill ripjaws 2133 ddr3
corsair cx 750m psu
Gigabyte GZ-G3 plus case ( has built in fan controls. 2 front 1 top and exhaust)
Freezer 7 Pro Rev.2 CPU Cooler
sapphire hd 6870 gpu

When i power on the system for the first time it does not start, the cpu fan twitches and the front top case fan led flashes once. i get no beep code and no other fans move, not even on the psu. i have triple checked every connection, tried booting with dual ram and single ram in all permutations and no ram at all. i have tried switching the + and - on the power switch on the front panel and i get the twitch and flash still. i have tried clearing the cmos also. i have tried re-seatng the cpu and still nothing changes.

i would be very grateful if someone could shed light on my problem. i think the motherboard may be dead.

i have also emailed Gigabyte with my query too but i dont know when i will hear back.

It's going to be a pain, but you may need to strip it down to the bones. Motherboard, CPU, CPU heatsink and PSU. See if it powers up and stays on. If not, then it's probably going to be one of those components. If you have a volt meter or PSU tester you can pretty much rule out PSU right away. Just plug it into the socket and see if all of the lines are reading the proper voltage. If the PSU is good then I suspect motherboard or CPU are faulty. Ensure that the CPU is properly seated. Reapply thermal paste and ensure CPU heatsink is properly installed. The heatsink will be critical on modern processors since they can overheat in a matter of moments and force a shutdown that way. If you have any known good parts that you can use to swap in and rule something out go ahead and try that. In my experience motherboards go out a lot more often than processors.

thanks for the reply. i do not have any means of testing the psu, i initially was using an older G7 780 watt power extreme psu, but when i powered that on i only got a short buzz from the psu. so i replaced that with the corsair. im assuming that it is not faulty out of the box as i only got it today. i have tried reseating the cpu, i guess its the motherboard. ill i have to get it replaced and star over.
