Flickering and Ghosting Dell LCD Montior

I have a DELL SE178WFP Monitor, and I recently built a new gaming computer. I don't have the funds to buy a new Monitor at the moment so I used my old Dell LCD Flat screen. First off, the monitor uses VGA, and wouldn't connect to my new Gigabyte GTX 650 Ti Boost OC 2GB graphics card which uses DVI. I ordered a cheap $8 VGA to DVI cable to go from my Monitor to the GPU. It works. (I get an image) Problem is I now get a ghosting effect where there is a little ghost of every icon on my screen offset to the right a little which is extremely frustrating, and on top of that there are very fine horizontal lines that are flickering, and are especially noticeable on darker backdrops.

Before, I had a GS 8400 GPU, and used the same monitor only it was the VGA to VGA cable that came with it, and it never had any issues. These problems occurred with the new cable and GPU, and even though I'll likely be getting a new monitor soon, I'd like to know if there is a solution for the mean time. Thanks in advance!

I was thinking poor cable quality as well, however I had my old PC built for me so I don't have the graphics card box. You think a converter would be better choice than the cable? This is a pain... I guess its better to research thoroughly before buying things, first I tried a converter but it was VGA male and DVI female, which doesn't work, and then I order a cable, and its poor quality. Guess I'll have to order another converter.
