I have a computer that tells me there is no hard drive connected and there is no cd rom device installed.. I have changed the hard drive, and still no device installed, i checked the jumpers set to master. Went into bios and change boot sequence and primary drive, still reads no boot device available, I was thinking of reformatting the harddrive but what a waste of time.. Could it be the motherboard..

If you can change the boot sequence etc... then the BIOS can read the hard drive and CD-Rom, and it can read them through the motherboard... so both BIOS and motherboard seem to be ok. What could be causing the problem is corrupted BIOS settings, bad battery, or maybe the Hard drive has a bad MBR, but two Hard Drives with the same...

What could be causing the problem is corrupted BIOS settings, bad battery, or maybe the Hard drive has a bad MBR, but two Hard Drives with the same problem seems unlikely. Try resetting the BIOS with battery removed for 5 minutes. If the motherboard is SATA try the HD digital cable on a different SATA port... If the Hard Drive is detected after that and it still doesn't boot, do a Startup Repair with the installation disc.. If it's IDE check or replace the IDE cable. Repair the Hard Drive MBR followed by a FIXBOOT through the installation Disk and the Recovery Console... and finally format the HD if it gets to that point.
