Which disc should I install Windows 7 to / My games to to maximize fps and boot times ?

I have an MSI GT780 DX Intel Core i7-2630QM Nvidia GTX 570M 1.5 GB GDDR5 8 GB Ram
and
2 Sata hard drives

1st. Seagate Momentus 7200.4 ST9500420AS 500GB 7200 RPM 16MB Cache SATA 3.0Gb/s 2.5" Internal Notebook Hard Drive Bare Drive

2nd. Seagate ST9640423AS 640GB 5400 RPM 16MB Cache SATA 2.5" Internal Notebook Hard Drive Bare Drive

Where should I install Windows? does it matter where I put Steam and the games ? I really want to eek out the frames on Counterstrike GO (Yeah I don't know why I run it so poorly either)

EDIT: Would it be a noticeable difference in boot times or speeds ?

I'd put Windows and the games on your first drive (the Momentus 7200.4). That drive should be faster, which will help with load times. However, once everything is loaded, there won't be any difference in frame rate between the two drives.

How significant would it be say booting windows ? Shave a second off ?
