I'm a first time builder an in a couple day will make my first computer and I plan on having a fx8320 as I can buy it for 100 dollars and I'm wondering will the CPU bottleneck a r9 290. Also if you can suggest any graphics card for the same price with the same performance I would be gratefull thank you

Absolutely not. You could run two of them in crossfire and still be GPU bottlenecked in most games.
