Does the GTX 780 support Direct X 11.2?

Nope. Only Direct X 11.1. Not sure what the big deal really is and its a win 8.1 and Xbox One exclusive only anyway. which pisses me off cause I still can't download Win 8.1

And therein lies the chuckle. The xbox supports it with a mainstream gpu.
Microsoft are grasping with that dx upgrade, I bet you wouldnt notice in any game. Dx 12 might be windows 10, might not. The desktop market is stalled.

Are you sure that DirectX 11.2 wont work on a 780? or is the 770 special in some way?

Usually when new version of directx comes out new hardware will be needed on the gpu to support the new feature. Just like dx11.1 does not working on fermi card despite fermi is directx 11 card since hardware needed for dx11.1 feature did not exist in fermi. Honestly i'm not sure if new hardware will be neededcfor dx11.2 but it seems nvidia kepler and all amd gcn based gpu will be able to use dx11.2 feature without the need entirely new hardware.
