Restart Loop Problem

My sister says that her Windows 8 laptop has been going through a restart loop where it's been restarting and going into system repair and then restarting over and over. I looked into it and created a windows 8 boot disk from another computer and set up the laptop's bios to boot from the CD/DVD drive. When I boot up the disk it says "Press any key to boot from CD or DVD" so I press any key and the screen shows the windows 8 logo and a loading circle. After a while the entire screen goes black and I can move around the mouse, but nothing more. Any ideas?
 

Try the same exercise using a USB flash drive if you have one, faster and more reliable than a disk. Meanwhile won't do any harm to check the RAM, if more than one stick try removing one at a time to see if it will boot successfully...
