FPS Drops (last 1 minute every 10 minutes) on League of Legends

I set the frame rate cap (game settings) to 60 fps, and for most of the time, it stays at 60.

The issue that I am having is, every 10-15 minutes in game (it is now every 6 minutes ish), the fps drops to around 10, it last for about 1 minute each time, then it goes back to 60. It was pretty much unplayable during that time.

It happens at random time, NOT specific to during team fight.

I have done the following since I have found this issue:
-Close all browsers during games (even before I have this issue)
-Updated Graphics Card driver (My graphics card is GeForce 9500 GT)
-Updated Adobe AIR
-Repaired LOL using the repair button on LOL client
-Done defragment
-Done disk check

System specs:
Processor: Interl(R) Core(TM)2 Quad CPU Q9300 @ 2.50GHz
RAM: 3.00 GB
System: 32-bit

I have all graphics setting in game setting set to very low, and shadow on low.

I have played games since I have tried those but the issue remains.

I am not sure what specs are needed and how to get them, please tell me if you need more info.

When I go on: http://www.geforce.com/drivers

Under:
Auto-Detect Your GPU

I did auto scan and it shows:
Current Driver Version: 331.82
Latest Driver Version: 331.82

Which means I have the latest one right?

Found it, my GPU reaches 105 Celsius when the fps drops.

I vacuum the dust kinda and put the computer at a spot with better flow of air, now it goes up to as high as 100 Celsius when I play.

9500 GT has a temp limit of 105 Celsius, I know 100 is very high too but I am switch to a new computer in 2 weeks or so, should be ok now.
