windows cannot load thereby restarting again and again and saying pc error

If it won't even boot from your Installation Media then this would suggest a Hardware error. If you have more than one stick of RAM try removing one at a time and try them in different slots. Meanwhile please post details of your rig to get best help... was Win 8 already installed?
