Low FPS on new computer for game with Medium settings

Recently I've built a new computer, and I am getting low FPS on any game with what should be moderate settings. I have tried on both Skyrim and Guild Wars 2, both games that my last computer, which was built 3 years ago, had absolutely no trouble with on medium settings, and they chug along at FPSs in the 10s.
What I have done:
Installed drivers through the Device Manager
Downloaded all Windows updates
Run disk checks
Run Malwarebytes
"Unparked" CPUs, whatever that means

So here's the thing, I am using the hard drive from my previous computer as a slave drive. I originally wanted to use it as the hard drive to my new computer but I guess there wasn't enough available memory so I got a new one. Can it be related to this? I'm really reaching the end of my limited experience with computers here. I bought a bunch of recent parts all at the same price range so I really have no idea what is happening here. What frustrates the most is Geforce Experience is recommending freaking ultra on everything and I can't even run medium well.

I have looked in the Performance Manager and there seems to be a lot of duplications of System and svchost at times, before they disappear. Especially when I have a game going but also just randomly it spikes up.

Anyways here's (as far as I know) the relevant bits from DxDiag and what I know, please let me know if there's any other information that helps.

Page File: 3415MB used, 12730MB available
Display Device: Intel HD Graphics
Display Mode: 1920 x 1080 (32 bit) (60hz)
Graphics: NVIDIA GeForce GTX650 Ti Boost
Motherboard: ASRock Z77 Extreme3
Power supply is a Corsair 650
Plenty of fans so I don't think heat is a problem

whats your gpu usage , are you sure intels integrated one isnt messing things(is ts disabled if not disable it) if that doesnt help, then its your cpu both guild wars and skyrim are cpu bottlenecked so if your cpu is to weak then there's the problem, and i3 is not a good gaming chip(that would be i5) if i recal its got only 2 cores and hyperthreading,

This was a bunch of stuff all put together. But I think you're definitely right about something bottlenecking and I want to figure out what it is. First, what is TS and how do I disable it?

Just rank CineBench, I didn't realize the i3 was such a bad processor... bummer... I think I just need to go back and see if I can get a refund for the processor or something. My fps was 11.
edit: NewEgg shows some really positive reviews for this so I don't think it can be THAT bad... I am super confused.
