Laptop stuck on "Starting Windows" for minutes

Sorry for the other thread. I accidentally clicked found the solution but still not found. Hello, I am new. You can call me Metal. By the way I have a problem with my laptop that my mom gave me. It is a Sony VAIO laptop. It is stuck on the "Starting Windows" for minutes. There is no splash screen just the Starting Windows. I tried scanning with Avast, and Windows Defender, still nothin'.

As the user above stated try to format and reinstall windows another thing you could do its tap F8 KEY AS SOON AS YOU TURN IT ON AND CHOOSE LAST KNOWN CONFIG OR SAFE MODE SEE IF IT BOOTS,

How can I save the config? I don't want to do that process everytime.
