Underclocking i5-2500k is it worth doing

Hi guys, I've got brought an i5-2500k as part of a chill blast system that's o/c to 4.5ghz, I'm gonna eventually get an r9 290, assumedly it's not powerful enough that my cpu will be the bottleneck, so should I underclock it back, or just leave it, if so does anyone know the perfect speed to match up relative to an r9 290. I understand it somewhat depends on the game but generally speaking. I've never done any over clocking so I'm hesitate to learn the method, the reason I might underclock is that I assume it'll be quieter and consume less energy, or am I wrong about that completely?

Also I know this is cheeky, but ever since I got the pc when it boots it always boots for a few seconds, the power switch goes off and then almost instanteously it boots up again, it doesn't display any error so I'm assuming this is normal, I googled this but it's drowned out with serious boot problems, I'm concerned it's so normal that no one has been stupid enough to ask. But I wouldn't mind the confirmation it's normal

Amd card is processor bound..
it's really need fast processor to extract all performance, even the game is not.

so, actually, i think you're in sweet spot of speed.
i5 2500k is a fast gaming processor, even in stock clock. at 4.5Ghz, it's a beast.

Yes, you right, underclock will consume lesser energy, and also quiter.
But what's the point of having unlocked "K" processor if you not overclock it..? :D 

Boot..goes off, and boot again..
what is your power supply?
what is your motherboard?
