I'm looking for a budget gaming pc that can play the latest games at 1080p on high settings. So will the AMD FX 6300 bottleneck 2-way crossfire sapphire radeon hd 7870, and how much wattage do I need to overclock this setup?

Bottleneck may happen on some games, but realise the fact that you have good configuration and you will get Solid Fps in every game you play. So don't bother about CPU bottlenecking !!. Since you had a duel GPU system, make sure you update the GPU drivers regularly for maximum performance and game compatibility. A good quality 600w or above PSU is required to run smoothly.

fx apu 8350 $200 (8 core cpu with gpu built in cpu)
am3+ motherboard
700+ psu
2x4 gig 1600 tridents

------- 2 7870s and youll eat 1080

your cpu needs a upgrade but to answer your question:
your cpu will struggle compared to i5 cpu.

check your gpu powee consumption on full load and work out your psu needed.
