So i have the asrock extreme 6 z87 mobo and 8gb ram (4x2) 1333mhz oced to 1600mhz.

Can i add another 4gb more (2x2) 1600 mhz so that i'll have 12gb in total ?

You will have low performance most likely, because the both pairs have different timings and frencuencies, the best thing to do, is get 8GB (2x4) or 16GB (2x8) so you can get advantage from the Dual Channel setup..

And make sure your OS supports the amount of RAM you're using!

If it works it will work as fast as a 2x8gb kit. It will only work as fast as the slowest pair can run, and may require more voltage than the sticks list to keep things stable... as for the OS surely he didn't build a haswell rig with a 32bit OS. (he's running 8gb as it is, so even less likely)

He will have more performance going with a dual channel setup..
What if he changes to 12GB or 16GB and his OS recognizes only 8GB?

What OS only recognizes 8gb, adding 2x2gb will still result in a dual channel set up (if installed correctly) On the OS question I really don't know of one that recognizes 8gb, if there is one I would like to know, so I don't suggest something jacked up for someone later.
