I want to have a system built for my son that will enhance his gaming, and he watches alot of streaming vids etc. He's convinced an Intel i5 is the way to go, rather than a newer i7.My preferences are:
a single Gigabyte GV-N780OC (GE FORCE GTX 780) 3 GB video card
Samsung 840 Pro-Series 256 GB SSD
Western Digital Caviar Black 2Tb HHD
Thermaltake Tough Power DPS 750 w psu
Coolmaster TPC 812 cooler
16 gb DDR3 probably Kingston (2 X 8)
Is there any advantage to having 4 X4's over 2 X 8 ?
Also, can you choose a CPU and motherboard?

Don't need 16Gb of RAM, 8Gb is good enough, go with 2x4 so that you can upgrade in the future if need be. An i5-3570K is considered to be great price/performance for gaming (most games are not cpu intensive). An i7-4770K is also fine and used by many gamers. What monitor/screen resolution will he be using? The 780 could definitely be overkill if he's just doing 1080p gaming on a single monitor. If you really want a BIC GPU you may as well splurge on a 780 Ti at that point.

If you go with that i5, this mobo is at a great price right now: http://www.newegg.com/Product/Product.aspx?Item=N82E16813157293
