Are some of these cheap cpu coolers worse than stock?

Im building a media server and i wanted an aftermarket cooler to keep the cpu cooler and make less noise, as i was looking i wondered if these small cheap coolers can be worse than the stock coolers. Should i get one? Or should i spend more money?
NOTE: It is a pentium G2020

Yes, there are MANY coolers worse than the stock intel cooler. Your CPU is not going to ever run hot so you don't need an aftermarket cooler at all.

Oh wow really?! i read a review and it seemed pretty quiet but that was against the amd stock cooler which is LOUD. Can you suggest a good cpu cooler for around 15 pounds?
