Windows 7 fails to boot at all

Hey, so over the course of several weeks I have wiped my hard drive twice, and yet windows will fail to boot. After I did it the second time, a few weeks later when I try to boot, It gets to the first red dot on the "Starting Windows" screen and freezes. Nothing. I am worried if I try to wipe again the same problem will persist.

So, would it be a:
Software issue
Hardware issue (Most likely HDD, but I am not sure)
Or something really easy to fix

(I have tried repairing my computer with windows, but nothing seems to work)

Have you done a checkdisk? If not, boot from the installer disk and use the command prompt and type chkdsk /f C: assuming that is your drive letter, otherwise change as needed.

Also check your memory by running the free memtest86 from HERE just to insure that is not an issue.
