Items are generally cheaper. We have trade pricing with our supplier and we saw a $70 drop on a $550 GPU on cyber monday. (Not in the US)

Generally for a full system build it should save you a few dollars. Otherwise you can look around for deals and lowest prices for the components. Pick your build, remember the price, then check the prices on one of the sale days. Savings will vary component to component, depending on their markup.
