HHD problem ERROR 0xc000000e

I made a PC, everything worked. This morning i installed a new HHD then it didnt want to start up again. Im getting error 0xc000000e. The boot selection failed because a required device is inaccessible. What should I do. I dont have a repair CD (only a Windows 7 Starter CD).
PLEASE HELP...ive been working on this crap all day.
Theres a guy selling a repair disk espeically for this. Should I buy it>

No I did not remove the hhd. When i installed the 2nd hhd it failed and i got the error and now its effected my main hhd. I downloaded a software called EasyRE and it didnt fix the problem...even when it said it would.
