Running very hot CPU responsible for windows 8.1 freeze?

Hello all,

My Phenom II x4 970 BE has recently been running very hot (up into the high 60's-70's in games, I don't know for how long its been in this state). I hadn't noticed because apart from the system fans being a bit loud nothing had seemed wrong.

I'm assuming that a very hot summer here must have just killed the rather poor stock CPU cooler (it still seems to spin normally though), so a new one is on its way.

My question is that since upgrading to windows 8.1, the system always freezes on first load (at the point with the spinning dots under the windows logo) but if i hit restart it boots completely normally and everything functions normally until i shut it down and start it up again where i get the same problem.

Since windows 8 had been fine I put this down to an error in the upgrade and put it on my list to do a reinstall when I had time, but now i'm wondering if the CPU might be to blame.

Any thoughts? Any help would be much appreciated.

I can't say for absolutely sure but I don't think the elevated CPU temps (60-70 not the best temps but certainly not hardware damaging) are to blame for the start-up freeze. I'd look to more of a bios/ driver or 8.1 OS issue.
