How can I tell if I have a defective motherboard?

I recently ordered pc components for a build from newegg. I got them last night and after about 2 long and painful hours of setting everything up(this was my first build) my PC wouldn't turn on. After I press the power switch, the fans on my gpu and heatsink spins for half a second and then completely stop. I've looked it up and it seems like it's either a problem with my mobo or psu. I don't know which one of them is defective so I am looking at you guys for advice. Your help is appreciated :)

PSU: Corsair CX 600W 80+ Bronze Certified
CPU: AMD FX 8320
GPU: Power Radeon HD 7950
HDD: WD Caviar Blue (1TB)
Ram: 8gb Crucial Ballistix (Single stick)
