Can you run a laptop without a hard drive?

Can I just put ubuntu on a flashdrive or CD-ROM and have the laptop run Ubuntu off the CD-ROM.

Or does there have to be a physical internal drive? Thanks!

Yes. A Linux LiveCD will do that. Slower, but it works

On the Ubuntu (or most Linux distros) boot menu, it gives the option to run from the CD.

you can also reserve space on a usb stick so Ubuntu can save to it. unetbootin gives you the option to do that
