I have a budget of 600 to 800 without OS and I was waiting for black Friday to get good deals so can someone help me find a good build that can run BF4 on ultra on 1080p and run other games with high graphics and good frame rates.

If you don't have the monitor yet, get the 23" for about $100 either Dell or other brand. And you can play bf4 in good frame rates.
