Removing motherboard heatsinks

I was wondering if it would be possible (safe) to remove the southbridge heatsink or chipset heatsink (whatever you want to call it) as well as the power delivery heatsinks from a motherboard?

why would you want to remove them?

if they would not be needed they would not be there in the first place.

Well cheaper motherboards don't have them, why does this one need them? And I want to remove them for an all-black rig. Because apparently 100% black motherboards don't exist save for one (Maximus IV Black) which is socket 2011.
