PC Not Sending Signal To Monitor

I just got my motherboard back from RMA from Biostar because it constantly rebooted and I thought that was the mobo. When I plugged everything in, I turned it on and it booted up all the way to the desktop. Then within 5 minutes, it rebooted. It turned back on and then rebooted again as soon as it got to the desktop.

I opened it up to check if there were any loose wires that I may not have plugged in. Nothing. When I plugged it back in, and turned on the tower the fans began to spin, and all LED's on the tower lit up. I realized the monitor was not on and neither were the keyboard and mouse (no lights on).

When I turn on the tower, the keyboard lights only flash once but they don't stay on. The monitor stays with it's yellow light the whole time like nothing is happening. Another thing is that a light always blinks red next to the reset button on the computer but it doesn't anymore. Also the reset button and the power button don't do anything when the computer is on. I can hold the power button for an hour and it won't turn the PC off.

I am completely lost here and I don't want to go to a tech yet until I know for sure I can't do it myself. So my two problems are: No signal to monitor and power and reset buttons don't work when the PC is on. This is really frustrating, please help!
