PC won't boot. (fans spin, except for the cpu fan which spins once)

Once again I'm having an issue with my pc. :( 
All of a sudden it kept restarting without actually booting up - turns on, then off..
Now it won't boot up. CPU fan just twitches once and that's it, the rest of the fans do spin.

Tried another PSU, plugged the fan into another header, even tried another graphics card with no luck.

Well.. it must be either the motherboard or the cpu at fault.
I need to get the pc up and running asap so I need to determine which one is it and replace it.
I hope I won't have to resort to that, that the solution is much simpler.

Can you please give me some advice on this, I'd greatly appreciate it.

clear CMOS
if it doesnt work, try minimum system, only CPU, memory, motherboard, graphic (use integrated graphics if possible). remove/disconnect all GC, HDD, optical drive, etc. then turn it on. if power on, connect GC, HDD etc one by one to find the bad one. if not, CPU, memory or motherboard is broken. replace them one by one to find the bad one.

Did all of that, the issue persists.
Plugged the cpu fan into another header and it does spin now, however not initially (have to restart a couple of times)
Still doesn't boot.

If you'd have to bet which component is at fault, which one would you pick?
I need to replace it asap.
