Can I overclock on Windows 8.1?

Hello, I have a Gigabyte motherboard and overclocked my Phenom II x6 1035t from 2600 to 3100 when I was running Windows 8. Windows read this just fine and it would run at the target clock speed. I just recently upgraded to Windows 8.1 and my overclock is not being reached, it stays at 2600. I read that Windows 8 has issues with overclocking, however i never experienced this on Windows 8, the moment I upgraded, I noticed it though.

Be sure and double check power saving options in the BIOS for the CPU. UEFI and Legacy have a few different options between them.

I tried digging into the bios and changing the power saving options but still nothing. Is Windows 8.1 just not going to run an overclock?

I assume you're overclocking via raising the FSB in bios correct, if you are you shouldn't be having any problems. I overclock my 955 in windows 8.1 just fine. Have you shut off all power saving feature within windows as well?
