So I have an fx-6300, a cooler master hyper 212 plus. and an asrock 990fx mobo. What is the most reasonable (meaning efficient and safe) overclock and can perform?

I have an Asus m5a97 r2.0. 970 chipset and a hyper 212 EVO. I'm at 4.4 ghz stable and I don go over 60/65°. I feel I could get up to 4.6 with enough tweaking but ATM 4.4 ghz has been very good to me. I launch all programs at once to kinda see. I run blender, mypaint, chrome, sculptris, 3ds Max,libreoffice steam origin all my programs simultaneously and smoothly. Ill post my settings BiOs soon for u

I have the same processor with liquid cooling.
Our motherboard is slightly different though, although in the same ball park.
Gigabyte 990FXA-UD3

I currently have my CPU clocked at 4.7 GHz @ 1.5V
This is as far as i was able to push my CPU and maintain stability.
Temps rarely hit 50C under heavy load (The perks of a 95W CPU).

Every CPU is different though, you will have to dial it in with your hardware configuration.

As long as your motherboard isn't the Extreme3, your processor should be your only limitation.

The Hyper 212 Plus is fairly stalwart. Unless you drew particularly bad for the silicon lottery, I think you'll be able to manage at least 4.2 ghz. Honestly, we won't know until you try it; just remember to play it safe and work it up slowly. Better safe than sorry.

The damage isn't too much. Your Voltage Regulator Module (VRM) has a heatsink, however, it only have 4+1 phases, which is sub-optimal. You can still overclock, but I wouldn't push it too far.

As long as the voltages are reasonable, you can probably easily match a FX-6350 speed (3.9 ghz) and not have to worry about it. Personally, I would see how far you can overclock with just stock voltages, and call it good there. You might be able to reach as high as 4.2 ghz.
